
Trade and Development Bank JSC (TDB) has signed a Financing Mandate Letter with the French Republic’s state-owned investment bank, Bpifrance, within the framework of arranging financing for a comprehensive project aimed at enhancing and upgrading Mongolia’s air navigation services and strengthening national capacity in the civil aviation sector.

This financing represents the first transaction to be implemented under the framework agreement signed between TDB and Bpifrance in July 2025. The project focuses on delivering an integrated solution, based on Thales Group’s technological systems, for the establishment of the National Civil Aviation Center in Ulaanbaatar and Sainshand.
The financing agreement was signed by Mr. Orkhon O., Chief Executive Officer representing Trade and Development Bank JSC; Mr. Ganbold P. , Acting Chief Executive Officer of the Civil Aviation Authority of Mongolia; Mr. Hugues Latourette, Chief Financial Officer for Export Credit at Bpifrance; and Mr. Youzec Kurp, Vice President of Thales Group.
