
As part of a project to modernize and improve Mongolia’s air navigation services, Trade and Development Bank of Mongolia JSC (TDB) has signed a EUR 19.55 million financing agreement in cooperation with Bpifrance SA, the public investment bank of the French Republic.
The financing will be provided through TDB. The loan agreement was signed by O. Orkhon, CEO of Trade and Development Bank JSC, and E. Enkhzorig, CEO of the National Civil Aviation Center Civil (NCAC), a state-owned enterprise, formalizing the partnership.

This financing represents the first transaction implemented under the cooperation agreement signed between TDB and Bpifrance SA in July 2025. Within the framework of the project, advanced navigation systems and equipment will be supplied and installed at Regional Air Traffic Control Centers to be established in Ulaanbaatar and Sainshand. In addition, a training program is planned to enhance cybersecurity and strengthen human resource capacity in the sector.
